Owen Arthur Drops CLICO Bomb at West Terrace

Exposed by the Deloitte’s CLICO Forensic Report is the fact a 3.3 million dollar invoice was generated by CLICO and eventually made its way into the account of Leroy Parris. BU finds it is ironic the leader of the opposition Owen Arthur was able to produce, at a political meeting last night, the 3.3 million dollar CLICO cheque and supporting invoice. Can anyone guess why? Here is a hint.

Unfortunately BU was unable to monitor the meeting until the finish which proceeded late into the night but here is a summary from Tony Hoyos’ Facebook page.

So an invoice for $3.3million was issued by Thompson & Assoc to Clico in Dec 2008 (while D Thompson was PM of Bds). Maurice King who was named on the invoice as providing some of the legal services billed on that invoice says he didn’t do any such work. The partners of the firm say it wasn’t their invoice. But Leroy Parris, head of Clico back then, authorised payment to T&A and the Clico cheque for $3.3m was deposited in a bank acc’t that the law partners say was not the firm’s. Then the same amount of $3.3m was paid from that acc’t back to L Parris as a part of his “gratuity”. And a few weeks later the public learned that Clico was broke. And nobody has been prosecuted yet for this? What am I missing?

    I really don’t think voters are stupid enough to wait till now to decide how to vote.

    The choice is between a DLP Government which could have done more and a BLP party that has promised more than it can deliver.

    Either way for the next few years Barbados is flcuked.

    I look forward to April when BU can be used to discuss the continuously declining economy and what we can do to make a difference.

  3. Polls days apart with two stories. Cheques so big passing hands that they need wheel barrels to carry them. Mr Integrity vrs Mr Competant (put a name in the hat and pull to decide). Can’t figure out who is the fiddle and who is the fiddler the night before the election. No televised debate. Just old school soap box politrics. Grantly, Tom, Errol and Bree must be rolling in their graves to see that this is what they died for. What disrespect to the Bajan intelligence. What’s really concerning is the fact that the fiddlers know that this is one big joke and only the winners pockets will be lined with silk on Friday morning. More concerning is that we get to watch this soap opera 5 years from now. Thank goodness it is only five years and not yearly.

    Now I hope that the judge has thrown out or will throw out this case. A man rapes a child, and then sues a company for exposing the child to harm? Now if the child who had been raped sued, that would be justified.

    But the rapist deserves a good beating with a bull pistle.

    I dropped in on both meetings Bay St. was massive Independence Square equally massive from my circling the cars were more and parked further distances for Independence Sq than Bay St. Its a shame the police dont release estimates of crowds. By the looks of tonight’s gatherings the election should be close.

Are we going to have Elections decided by Photo Copier, are we to have five years of building houses, the free transport of our children, plans for the future among many others, reduced to nothing by the exposure of a paper that has ALLEGEDLY uncovered an act that was not instigated by, or of which this Prime Minister Freundel Stuart and THIS Government had any knowledge.

    We as REASONABLE Bajans must always examine the EVIDENCE and where action is needed, take that action but we must not cast aside an Honourable man because of an ALLEGED act by those who are no longer with us.

    Reason, fairness, and honesty and most of all common sense dictates we must not.

    Your vote is YOURS to exercise as you wish but think honesty and those who have disappointed you in that regard in the past. They should be held to account, in the fairness expected of you as reasonable Bajans. Think of the kind of Barbados you want, a kind not dictated by those who manipulate us because of their wealth. . . think on these things.

    If we change the Government, it is quite possible we will be told after a week. Things are financially worst than we expected, we cannot do what we promised in the Manifesto. All the dreams, the promises will be gone as dust.

    When you do the same thing repeatedly and expect a different result, one can only ask why?

It is inconceivable that many on this blog cannot see that resolution of the CLICO matter will be a long drawn out affair given the very intimate and clique relationship which exist between the DLP’s hierarchy and the company’s former and present management team.For certain the entire DLP hierarchy knows and indeed knew of the enormous contribution which the company made to the
    party’s 2008 election campaign the revelation of whichwould jettison the party’s current prospects. Thus there is therefore almost total inaction by the Government. Holding Mr. Parris liable, particularly if Dodds seems likely to be in the offing, could lead to cvanary singing resulting in irreparable damage to the integrity of many. As regards the invoice and its settlement there is standard procedure within institutions that invoices of this nature be signed by the issuer or accompanied by a letter establishing its validity
    From my experience any officer preparing and or certainly signing a cheque of the amount quoted would most certainly ask to see the file which gave rise to the invoice. $3.3 million is not a sum easily repayable if there is problem hence great care is taken. To my way of thinking what transpired is simply fraud. Of course it is possible that it was the company’s modus operandi to over inflate invoices when it wants to move large sums out of the institution and therefore for the staff this was no big thing. From the information available to the general public at this time there is nothing to connect the current Prime Minister to this affair. However having seen and I believe read the JMs’ Report of a year ago it is incomprehensible why the PM and his Ministers seem almost over-anxious to be photographed in Mr. Parris’s company. When I was a youngster my father would always remind me that a man is known by the compny he keeps. Is there not also a saying that a picture is worth a thousand words?

  29. Interesting letter in the print media today signed by Maurice King QC who name was listed on the famous invoice for 3.3 million issued reputedly by Thompson & Associates. The funds we know ended up in the pocket of Parris the forensic report stated. King expressed the letter he wrote to the Judicial Managers in response to a query found itself on the BLP political platform. How could this be?
